For the experienced poker player, a player will most likely make min-check-raise if into a strong hand and just don’t want to frighten away opponents or else will do so if into a draw however he or she doesn’t know how to play it right.

Well, there is nothing to be seriously bothered about the opponents not being scared at all. It is only that, they might feel so free to do something like calling a bigger bet when say one who made the min-check-raise is into absolute nuts and just wishes to make a very small bet to milk the minimum amount of money. Player most likely only wants to slow play but then it might just eventually cost him or her a pot.
